Secretariat for information. We are doubtful however whether

this would be wise. The Chinese are likely to take exception

to such a procedure, and it could well prejudice any chances of getting them to agree to joint registration. It could

lead them to make a point of making public in an

aggressive way their view that the Memoranda are not part of the agreement. This would not be helpful. Our feeling is

that the status of the Memoranda has now been adequately

explained in Hong Kong, and that not registering them at the UN is unlikely to cause great surprise.
