Although paragraph 2 of your submission of 12 December records that "Legal Advisers agree" the submission is different from the draft with which I concurred.

2.

In fact the only significant point on which I would disagree concerns the first sentence of your paragraph 3. In my view we are not obliged by Article 102 of the U.N. Charter to register agreements unilaterally. Either joint registration (which we are proposing) or unilateral registration would equally comply with our obligations.
