China cannot be trusted not to interfere with fundamental
freedoms in Hong Kong. There will not be direct elections to the
SAR legislature, as Green Paper does not suggest them. There should
be a bill of rights as part of the Basic Law and a constitutional
Court. Such provisions should be incorporated in British
legislation.
