1. Parliament would debate Hong Kong ever 2-3 years to fulfil its
commitment during transition. Two dissenting LEGCO officials represented views of some people, but most people in Hong Kong satisfied with agreement. Government should allow local councillors to become a delegates to China's consultative councils or National
People's Congress to promote mutual understanding.

and what it will be. Will direct Hong Kong representation in British delegation to JLG ensure that Hong Kong view on Basic Law
content will be safeguarded in event of conflict between Basic Law

No possibility of Parliament seeking amendments to the Joint Declaration. The book cannot be reopened. Parliament will accept the agreement. Debate on proposed changes in status of Hong Kong residents holding British passports will probably be heated. (Hong Kong press summary 2 October).
2. British passport holders and COI holders should be given equal travel rights, as status of BDTCs and non-BDTCs would be the same
