Para 2 of your minute of 12 March recorded the Secretary of State's thoughts on questions which might be raised when he gives evidence on Hong Kong to the Committee.

2. I think most of the Secretary of State's annotations have in fact been covered either in the suggested statement for use with the Committee submitted to you on 9 March, or in the attached notes for supplementaries. I do not think it is necessary to amend the statement. But I now submit replacement pages of the notes for supplementaries which take into account the two points outstanding, viz:

(a) the legal aspects of the three Hong Kong treaties; (b) Chinese statements of objectives and principles.

In each case I think the points can best be made in answer to questions rather than as part of a prepared statement.
