You asked for a batch of background papers on the future of Hong Kong. I attach the following:

(a) Sir P Cradock's despatch of 12 December 1983;

(b) Papers on the negotiations prepared for EXCO Unofficials'

visit to London in January;

(c) Telegrams reporting the last round of talks (22/23 February);

(d) Hong Kong telno 487 summarising the state of public opinion,

and a paper on HMG's public position;

(e) A recent exchange of telegrams on Strategy and Timetable,

ending with discussion by the Cabinet Sub-Committee (OD(K)) and our telno 384 to Hong Kong;

/ (f) A list of working papers submitted to the Chinese and the

formal versions of the Defence and Constitutional Arrangements working papers;

(g) Maximalist and minimalist draft agreements.
