We hope and intend to go ahead with a study of the Two Germanies in 1984-85, as a high priority. We have not yet succeeded in finding outside funding for this but we are pursuing various possibilities both in Britain and Germany. If this meets with the approval of the FCO, we would welcome a commitment to underwrite it in the event of our being unable to secure funding from elsewhere.
I know that you are away this week and next but I hope that we can arrange to meet and discuss these suggestions soon after you return.
