The
Meanwhile the Governor and some EXCO members are visiting New
York on an Economic Mission. On 12 January they come on to London where they meet up with the rest of the EXCO Unofficials.
Governor has appointments of his own on 13 July. Ministers' meetings with the Unofficials are all on Monday 16 January. minuting separately on the Governor's programme and these meetings.

6. We have been pressing on with these.
particular stress the need to keep up the momentum. But progress
has slowed as we tackle the more difficult central issues which
require the involvement of other Whitehall Departments, as well as policy decisions from Ministers.
7. Nonetheless, we expect to give the Chinese at least one more of
the less controversial papers, eg on Land or on Shipping at or
before the next round. It may be possible also by then to hand over
one of the more difficult ones, perhaps Defence, Security and Public
Order, on which we shall be submitting soon.
MR LUCE'S MEETING WITH FCO OFFICIALS ON 10 JANUARY

I attach a proposed agenda for the meeting at 11.30.
9. The Minister may wish to be reminded that Sir P Cradock starts
work in the FCO on Tuesday 10 January and that Sir Richard Evans leaves for Peking on Wednesday 18 January. Both will of course be involved in the meetings with the Unofficials.
