Agreement on the future of Hong Kong
I think I mentioned in London that now that the Agreement on the future of Hong Kong has been signed I am concerned that there should be a continuing demonstration of interest in London in the affairs of the territory. The nagging fear which people have here is that, having signed the Agreement the UK in general, and the Foreign and Commonwealth Office in particular, will be too preoccupied with other matters to give much attention to Hong Kong.
Limit in
I know that the Secretary of State is aware of this and himself intends to look for opportunities to drop in if he is in this part of the world. Richard Luce too plans to make a visit to China some time about the middle of the year and he too will call in on Hong Kong. The purpose of this letter however is to say that you would be warmly welcome if you could find a moment to visit us. It is a very long time since any Permanent Under Secretary paid more than a fleeting visit to Hong Kong.
