1. It was most kind of you to brief me when I was in Hong Kong earlier this month and to arrange a lunch at which I could meet administrative officers. It was very helpful for me to learn of the ways in which your Department monitors and consults public opinion, and to talk to your colleagues about their own particular preoccupations. Although, you will understand that I was able to say little, I hope that I was able to offer some reassurance.
