2. I also attach a reply to an inspired PQ on 18 July and a note which set out the arrangements for the test of acceptability in Hong Kong. The final date for evidence to be presented to the Assessment Office was 15 November. We are now working to the following provisional timetable:

Publication of the reports of the Assessment Office and the independent monitoring team in a White Paper on 30 November.

House of Commons Debate on 5 December and House of Lords Debate on 6 December.

Signature by the Prime Minister accompanied by the Secretary of State in Peking on 20 December.

Introduction of the Hong Kong Bill (which is already in draft) in January 1985.

Ratification by 30 June 1985.
