VISITS OVERSEAS BY MR LUCE: FIRST QUARTER OF 1985

Mr Luce would be grateful if Departments could give some thought to overseas tours that he might usefully undertake between Christmas and Easter 1985, and advise. Bids should include:
(i) reasons for the proposed visit;
(ii) any special timing constraints (eg a joint
committee/special ceremony that Mr Luce would be required to attend);
(iii) an assessment of the urgency of the visit.
You may of course use the opportunity to put down longer- term markers if you wish.

3. It is possible that the visits planned for this autumn to Iraq (in November) and to Oman, Bahrain and Saudi Arabia (in December) may slip. If so, they should be given priority in the early part of next year. Mr Luce is attracted to the thought of doing a Gulf tour in the second half of January. This might take in Oman and the UAE (for the respective Joint Commission meetings), Bahrain (mini Heads of Mission Conference) and Saudi Arabia (familiarisation).
I would be grateful if replies could reach this office by 31 August.
