Please refer to your minute of 17 August about overseas tours that might be undertaken by Mr Luce between Christmas and Easter 1985.

2. At this stage it is very difficult to anticipate what conditions will be like in Hong Kong in the first quarter of 1985. If an agreement on Hong Kong's future has been success- fully concluded, we would expect the territory to be in a period of convalescence, rather nervously coming to terms with its future. It is at present difficult to foresee any particular need for a visit by Mr Luce: and I am very conscious that Hong Kong has taken up more than its fair share of Mr Luce's attention over the past year. We cannot however altogether rule out the possibility that a Ministerial visit to Hong Kong might be called for, perhaps for purposes of consultation with EXCO or with a more general objective of reassurance.
