AN OPEN LETTER TO MR. RICHARD LUCE

MINISTER OF STATE FOR FOREIGN & COMMONWEALTH AFFAIRS

Dear Mr. Luce,

We wish to extend our welcome to you and to present our views on the

future of Hong Kong.

1. The stability and prosperity of Hong Kong depend mainly on the

confidence of the people of Hong Kong. But up to now the majority of

the Hong Kong people do not trust the Chinese communist proposal of

"Hong Kong ruled by Hong Kong people". They believe that Hong Kong,

once returned to the Chinese communist rule, stability and prosperity

will end.

2. The Hong Kong people are deeply concerned with how their stability

and prosperity will be guaranteed. So far, that guarantee has not been
