Your Excellency:

Our Committee has been formed by more than 600 social bodies of various circles in Hongkong desirous of pursuing freedom and out of concern for Hongkong's future. We sincerely wish to extend to Your Excellency our hearteous welcome and greatest respect for having taken the trouble of coming to Hongkong to explore this very issue.

In order to express the wishes of the Hongkong people, we conducted a signature campaign for three consecutive days from the 2nd October, 1983 and received response from over 630,000 citizens whose signatures have been bound into an album which has been transmitted to the Prime Minister, Lady Thatcher, through the good offices of Sir Jude, the Governor of Hongkong, for her perusal.

We have spent many months in gathering the views of the mass of Hongkong in connection with the issue of Hongkong's future, and are extremely desirous of sending three of our representatives to interview Your Excellency and to state our humble views in person. We sincerely hope that you will condescend to see our representatives and spare a least time for this purpose.
