BRIEF NO 5: GUANGDONG NUCLEAR PROJECT
POINTS TO MAKE
A.
WITH PRESS
1. Believe project offers unique opportunity to strengthen
economic links between PRC, Hong Kong and UK.
2. HMG, including Prime Minister, takes close interest in
developments on project. Great progress made in last few months.
Believe there is now very good prospect that project will come to
fruition.
Safety (defensive)
3. Have every confidence that project will be constructed and will operate in accordance with highest international safety standards.
B WITH EXCO AND HONG KONG GOVERNMENT
4.
HMG has every confidence in GEC, who are working hard preparing
bid for 15 March. HMG is giving consideration to financing
proposals which will accompany bid.
Formal countersignature of Agreement of December 1983 (Defensive)
5. We are considering what next steps should be on Agreement signed in Peking in December.
C. WITH CLP (including Lord Kadoorie, Chairman of China Light and
Power, whom Mr Luce may meet socially).
Equity Investment by HMG (defensive)
6. As Prime Minister explained to Lord Kadoorie, not appropriate for HMG to support project in this way; contrary to Government's policy of reducing government shareholdings in UK private sector.
