SUBJECT:

As you well know, the Secretary of State has, as part of his

current Far East tour, recently visited Peking. There he

personally reviewed the progress of the Anglo-Chinese talks

aimed at maintaining the stability and prosperity of Hong Kong

after 1997. On 18 April, Sir Geoffrey went on to Hong Kong,

where after an intensive programme of meetings with local people,

he made a televised statement on the progress of the talks.

The local reaction to Sir Geoffrey's statement was covered

by your correspondent in the official press party, Simon

Winchester. The article filed by him did not in the Secretary

of State's view, accurately reflect the nature of the reaction

in Hong Kong. I have to say I wholeheartedly agree with

Sir Geoffrey's view of the article.

seems to bear out our view of Mr Winchester's article.
