1. This is to confirm my oral message that the Secretary of State wishes to have with his briefing a note describing the main points which have arisen during the various rounds of talks with the Chinese, as well as at informal discussions. This will mean going back before the start of Phase 2 in July. The note should begin with the Prime Minister's meetings in September 1982. It must be in short note form.
