I attach an exchange of letters between the Secretary of State and Judge Jackson-Lipkin, who is an old personal friend. I would be grateful if you could arrange for this to be delivered in Hong Kong. Please also let Hong Kong know that Mr Jackson-Lipkin has put in a bid to see the

2 Secretary of State. A meal will clearly not be possible,

but the Secretary of State would like to find a few minutes to have a drink with him if possible.
