FUTURE OF HONG KONG: CORRESPONDENCE FROM SIR S Y CHUNG

Sir S Y Chung has written to the Secretary of State and Mr Luce, enclosing the text of the three proposals made by the Unofficials in Peking and the results of an opinion poll published in the South China Morning Post of 6 July, showing the level of support for their proposal.

2. I think that an open reply to Sir S Y Chung should not be much more than a simple acknowledgement. I submit a draft reply, which has been agreed with Hong Kong.
