RECEPTION TO BE HOSTED BY THE GOVERNOR OF HONG KONG AND UMELCO: 3 DECEMBER 1984

1. Sir Edward Youde, Governor of Hong Kong, accompanied by the Unofficial Members of the Executive and Legislative Councils, will be visiting London in December. They particularly wish to give a Reception for Ministers and Parliamentarians and asked for 1 Carlton Gardens. Because this venue is now unavailable, except for Receptions hosted by the Secretary of State, they requested to use Lancaster House.

2. As discussed with Miss Lawrence and Mr Snell last week, I understand that in view of the exceptional circumstances and the unavailability of 1 Carlton Gardens, it has been agreed to let them use Lancaster House on a repayment basis.

3. There are expected to be 100-120 guests and the -State Dining Room has been reserved for 6 to 7.30 p.m. on Monday 3 December. The Hong Kong Government Office in London will issue the invitations and let us have a final guest list.

4. I should be grateful if Government Hospitality could make the appropriate arrangements for this Reception on a repayment basis. The Governor has been informed that the cost is likely to be £7 per head.
