We hope that you find this preliminary analysis useful. Clearly, in dealing with the Chinese Government, a precise understanding of Hong Kong's status within certain key parts of the UN system will be vital in order to protect the territory's interests after 1997, especially where it is party, in its own right, to certain conventions (e.g.`ILO).

7. There will be a need to consider carefully where and when action should be taken in individual organisations to safeguard Hong Kong's position. The FCO will no doubt be sending instructions to us and others at the appropriate times.
