Your minute of 10 February 1984 to Mrs Priest refers. The Portuguese Constitution was in fact revised in 1982, Article 306 of the 1976 Constitution, becoming Article 296 of the 1982 revision (Portuguese text attached).
2. While the 1982 text is largely the same as its predecessor you will see that there are two modifications. Clause 1 now reads:
The Statute of the territory of Macau, by virtue of Law No 1/76 of 17 February 1976 shall continue in force, with the alterations which were introduced in it by Law No 53/79 of 14 September [1979]. [ my emphasis).
Since the Council of the Revolution was disbanded in 1982, the phrase "after consulting the Council of the Revolution" in Clause 2 of the 1976 version, is replaced by "after consulting the Council of State" in the revision.
3. Clause 4 of Article 5 (Portuguese text attached) remains unchanged.

Since we do not possess a copy of the 1979 Law modifying the Macau statute, I am writing to Lisbon to ask for one. I do not imagine this will alter your conclusions in any way, but I shall of course contact you again once I have heard from the Embassy.
