MACAU: PORTUGUESE CONSTITUTION

Please refer the Miss Boreland's minute to me dated 14 February, in which she referred to the reference made in the Portuguese constitution of 1982 to alterations made to the Statute of Macau by law no 53 of 1979.

2. I now attach English and Portuguese text of this law, which Miss Boreland has obtained from our Embassy in Lisbon. As you will see, the law deals with the exten ion of the mandate of members of Macau's Legislative Assembly and Consultative Council. The articles of the Statute which I cited in my minute to you of 10 February evidently remain unchanged. So is my interpretation of these, as given in my minute of 10 February.

3. I am copying this minute, together with the earlier minuting on this subject, to Mr Ashton in FED for

information.
