On 19 June 1984 Members considered XCS (84)11 Constitutional Development and Structure of Government, to which annexed a draft Green Paper on the Further Development of Representative Government in Hong Kong.

that, as regards the composition of the Legislative

the proposition in the Green Paper should now be developed by 1988 to 12 members elected by an electoral college, 12 members elected by functional constituencies, 16 appointed and ten official members;

that the Green Paper should suggest a review of the composition of the Legislative Council after the 1988
