Introduction

On 19 June 1984 Members considered XCS (84)11 Constitutional Development and Structure of Government, to which annexed a draft Green Paper on the Further Development of Representative Government in Hong Kong.

The Council advised and the Governor ordered
(a)

Council,
that, as regards the composition of the Legislative
the proposition in the Green Paper should now be developed by 1988 to 12 members elected by an electoral college, 12 members elected by functional constituencies, 16 appointed and ten official members;
that the Green Paper should suggest a review of the composition of the Legislative Council after the 1988
putting forward alternative possibilities
elections,
(i)

as
14 members elected by an electoral college, 14 members elected
functional constituencies, 12 appointed and ten official members; or
by
20 members elected by an electoral college, 20 members elected
functional

constituencies, and ten official members; or
(iii) the possibility of introducing directly elected members, but without specifying whether these would be based on existing constituencies or on a
