To start with, in 1985, the following six functional constituencies might be selected to elect one representative each to the Legislative Council -

These constituencies are proposed on the grounds that significant economic and social
they represent the most sectors of the community.

Alternatively, some of the constituencies referred to in paragraph 7 above might be combined in 1985 with a view to enabling as many as possible of the identified constituencies to take part in the first stage of the process. For example, the following combinations of constituencies might elect one representative each to the Legislative Council

As regards the second stage, in 1988, two possible courses of action are suggested. The first is to double the numbers of representatives to be elected by some of the six constituencies, or combinations of constituencies, selected to elect representatives in 1985,
1985, and to add one or two new constituencies. The second is to widen the network of constituencies by adding six new constituencies, but not to increase the number of representatives to be elected by any of the existing constituencies.
