a resident Governor would necessarily be
detached from the business of government and the formulation of policies; his presence in ExCo would not be compatible with the proposals;
the major risks could not be obviated by the mere presence of a resident Governor detached from the day to day business of Government;
it would also detract from the objective of minimising changes in 1997 and facilitating a smooth handover becaus it would not match the expected mode of rule within the
SAR.
Conclusion:
The safeguards sought by HMG are not provided by a resident Governor responsible for the conduct of government through ́, Chief Minister. His symbolic value would be counter productive to the political objective of placing, so far as internal affairs are concerned, all powers in the hands of representatives of the Hong Kong people, and might serve to strengthen China's controls upon Hong Kong's autonomy by continuing the example. In reality, his presence would not materially aid the discharge of the sovereign's responsibilities. Such power or influence as he would have can be exercised by other means.
Timing:
These proposals are put forward now to take effect
in 7 to 8 years time.
The risks and uncertainties will be more easily assessed with the passage of time.
Firm proposals adopted now could be modified later: no immediate action is necessary.
