The proposal:

that in the early '90s, there should be effectively internal self-government in Hong Kong whilst the constitutional links with HMG should be retained including exclusive responsibility for external affairs

and defence;

that the business of government in Hong Kong should be

carried on by an elected Governor appointed by the sovereign with a commission defining his duties and

responsibilities;

that the Governor should be bound to implement the policies advised by a predominantly (indirectly) elected

ExCo;

that the Governor and ExCo should be dependent upon a

predominantly (indirectly) elected LegCo for the passage of legislation and the supply of funds;

that so far as internal affairs are concerned, the sovereign power should forego the power to disallow leg- islation and should declare that it will not exercise its power to make laws for HK save in the last resort;
