24. Neither the Speaker nor any officer of the Council shall be subject to the jurisdiction of any court in respect of the lawful exercise by him of any power conferred upon him by or under this Ordinance or the Standing Orders.
25. (1) Every officer of the Council shall, for the purposes of this Ordinance and the exercise of powers and duties conferred thereunder, have all the powers and enjoy all the privileges of a police officer.
(2) Any officer of the Council may arrest without
warrant-
(a) any person who, in his presence, commits an offence under section 15 or 16;
(b) any person within the precincts of the Council's meeting place whom he reasonably sus- pects of having committed or being about to com- mit an offence under either of the said sections.
26. No prosecution for an offence under this Ordinance shall be instituted except in pursuance of a fiat of the Attorney General.
