Today, I rise to move a motion standing in my name

the Order Paper. It reads:

"That this Council welcomes Government's

publication of the Green Paper on the Further Development of Representative Government in Hong Kong and commends it to the public for

examination and comments."

This motion is straight forward; it says what it

means; it should not be misunderstood or misrepresented; it is

a motion about inviting the public to examine and comment on

the Green Paper.

My Unofficial Colleagues who will be speaking after

me, this afternoon, on this motion, will be expressing their

views on various ideas and suggestions.

It is a matter of public record that some Unofficial

Members, and indeed Officials too, have already taken part in

various public debates, seminars and discussions on this

subject no doubt, with more to come.

We have listened most intently to what people had to

say and we will continue to do so; for we share a common

objective the continuation and preservation of a stable and

prosperous community in which we live.
