In her speech, Miss Maria Tam summed up the views of six organisations which had met with UMELCO members before the debate in order to express their views.
11. Mrs Pauline Ng Chow May-lin suggested that the Government should conduct a full scale review of representative government in 1987 and not 1989 as proposed in the Green Paper. She thought that the issues which could be reviewed were:
a) Whether the number of elected members to the District Boards
should be further increased.
b) Whether direct elections to the Legislative Council could be implemented.
12. The Honourable Yeung Po-Kwan suggested that the period of consultation should be extended
to three or four months in order for the public to have ample opportunity to express their views.
