CHINESE VISA OFFICE IN HONG KONG

1. I attach a copy of Hong Kong Telno 1503, which contains the text of the draft bill drafted by Hong Kong for consideration by the Executive Council once final agreement has been reached in Peking on both the Visa Office Agreement and Consular Agreement. Clearly this will have to be checked against the text of the document finally agreed, but I thought it might save time if you were able now to consider it in the light of the draft agreement handed over to the Chinese, the text of which is in Peking Telno 791 (Also attached).

2. I also attach for ease of reference a copy of the Hong Kong Consular Relations Ordinance referred to in the draft bill.
