As you will know from recent telegrams, Peking and Hong Kong seem now to be in agreement that they would prefer to proceed on the terms of the draft in Peking Telno 44 rather that the Chinese draft in Peking Telno 49.
2. I would be grateful to know whether you are content with the approach and if so, whether you have any amendments on the draft.

3. Before he went on leave, Nigel Cox commented that he thought FED would definitely wish the agreement with the Chinese to be a non-binding one (see paragraph 2 of Mr Burrows' minute of 11 May, copy attached.) I should be grateful if you could con- firm this.
