1. Mr Whomersley will be minuting separately on the points of concern to him. My own comments are as follows:
Draft Teleletter
I suggest that the second sentence of paragraph 1 should be replaced by:
"It should be an understanding (which will not be legally binding) and this could be incorporated in either an exchange of notes or a self-contained memorandum of understanding. Whichever of these two forms is chosen the language should be appropriate to the non binding nature of the arrangement."
Draft Understanding
Paragraph 1, last line.
Delete "joint", which is not part of the title of the original document.
Paragraph 2(3)
The second sentence should read:
"The qualification contained in paragraph 3 of the British memorandum of 19 June 1981 is withdrawn by the British side."
Paragraph 2(5
In lines 1 and 3 the phrase "imported to" should be changed to "imported into".
