UNHCR SEMINAR: REFUGEE INTEGRATION IN EUROPE

1. I enclose information on UNHCR's proposed seminar in September. The Voluntary Services Unit of the Home Office and the British Refugee Council agreed in principle to provide representatives for the seminar. Mr Nicholson, VSU, will prepare the UK paper required by UNHCR on 1 July.

2. Please let me know if there are points which you would like the Home Office to take into account, either in the UK Paper (in which case your comments would be required as soon as possible) or in preparing Points to Make and defensive briefing for use at the seminar in due course.

3. I note that Mr Hoare will copy the UNHCR papers to the Hong Kong Government Office. I am asking Geneva to find out whether UNHCR intends to include representatives of first asylum states in the seminar.
