In the "tit for tat" that is one of the more depressing aspects of the international refugee business, these observers will doubtless be looking for any signs of European intransigence or inflexibility in the matter of future resettlement of VRS, as a justification for not doing much more for places of first asylum like Hong Kong. We should obviously try to avoid giving them this (weak) excuse.
All pretty general, and probably in most part a blinding glimpse of the obvious.
If we come up with any more specific points we would like to see raised at the seminar, I shall of course let you know as early as possible.
