UNHCR Seminar Refugee Integration in Europe

Thank you for your letter of 9 June 1983, enclosing documents concerning the above seminar.

As you say, this seminar is obviously concerned with the problems of resettlement rather than first asylum. Nevertheless, I think it would be very worthwhile making the general point that it is precisely because the countries of resettlement have found their refugee programmes in various difficulties that resettlement has generally wound down, in turn placing first asylum places like Hong Kong in such an appalling predicament.

Also, as I am sure you and the UK representatives will bear in mind, while our three main resettlement avenues are now non-European, these three countries (US, Canada and Australia) will
