deterrent aspect, and understand why you do not wish to

rule repatriation out publicly. However, as I am sure you

realise, we would have to do this if the question was ever

put directly to us (see our telno 444). In the circumstances

it would seem sensible for HKG officials to be adequately

breifed so that they are able to handle questions on the

subject if raised. We suggest adding an extra paragraph to

"You will be aware that there has recently been speculation

in Hong Kong and elsewhere that forcible repatriation of

refugees to Vietnam is under consideration by the Hong Kong

Government. You should not initiate discussion on this

subject but should know that because of humanitarian

considerations and legal difficulties, HMG consider such an

option in present circumstances could not be justified.
