Your paragraph 2 (c): If you retain reference to the

absence of a UK quota, we would be grateful if you would

refer to it as a "further UK quota" and could inform HKG

officials of the reasons for the UK's policy. We therefore

suggest you expand last sentence of paragraph 4 to read: "One particularly difficult point in the context of these

diminishing resettlement opportunities is that, as the UK

has fulfilled its commitment made at the 1979 Geneva

Conference and has anyway not been a popular or very

successful resettlement destination, HMG now restricts

admission of Vietnamese refugees to ship rescue cases,
