differences of emphasis between Mr. Moussalli's comments to the press (after the meeting) and his private remarks to HKG officials on the VR issue.

Overall, we felt that the visit

which we had little to gain and much (possibly) to lose went well. The keynote of Mr. Moussalli's views on our closed centre policy seemed well summarised by his entry in the Visitors' Book at Chi Ma Wan:

"I greatly appreciate all the

detailed information provided to my colleagues and myself on the occasion of our visit to this detention centre. It is certainly sad to see refugees with such a bleak future."
