Thank you for your telegram ref. HKK 243/1 of 15 July. Mr. Moussalli was in Hong Kong between 5 and 8 July, having previously visited China following the PRC's recent accession to the UN Convention and Protocol on Refugees. During his visit here, he spent two hours at the Chi Ma Wan Closed Centre, visited the Correctional Services Staff Training Institute and the Kai Tak open centre, and met with the acting Secretary for Security Mr. Williamson and the Commissioner of Correctional Services for a discussion of Hong Kong's refugee problems.
