I attach two teleletters from Mr Mason in Security Branch, Hong Kong Government, asking for our comments on the text of a draft guidance telegram that the Hong Kong Government propose to send to their overseas offices and also asking if this could be issued as an FCO guidance telegram.

2.

On the first point, I am delighted that the Hong Kong Government are clearing this in advance with us. I would therefore like to be able to take a constructive attitude to the draft and not pick up too many points of detail. On the second, I can see merit in issuing an FCO guidance telegram on this subject. It would of course have to be somewhat rewritten, particularly as regards HMG's own position.

I would be grateful for your comments on the attached draft reply to Mr Mason and would be happy to discuss if you wish.
