When the United Nations High Commissioner for Refugees, Mr Hartling, saw the Secretary of State on 14 April he said he thought the number of boat people leaving Vietnam was declining. There are signs that this may be so in the region as a whole. In Hong Kong's case arrivals in the first four months of this year were 647 compared with 2,254 in the corresponding period last year.
This is encouraging, although the real "season" for arrivals in Hong Kong is only just beginning, and arrivals so far since 1 April have already shown a sharp increase. number of refugees in Hong Kong on 3 May was 12,514.
