THE HONG KONG DOLLAR
1. The Secretary of State will be aware that the Chancellor of the Exchequer called for an appreciation of possible responses to the financial situation in Hong Kong to be prepared for discussion on his return to London tomorrow. I attach a copy of a note prepared by Mr Unwin.

2. Mr Evans may wish to comment on the technical side. I note here only that further discussion of the Hong Kong Government's proposal for the denomination for Certif- icates of Indebtedness in US dollars is in train following further telegrams received from Hong Kong today, which I shall be submitting separately.
3. Our principal concern at official level has been to underline to all concerned the extreme delicacy of this subject. In this respect, the conclusion of Mr Unwin's minute is satisfactory.
4. The Chancellor will no doubt wish to seek discussions with the Secretary of State and the Prime Minister. have of course reserved the Secretary of State's position, and sought to ensure that the Governor is informed and consulted.
