The meeting of the Development Centre on 1 December did not provide an opportunity for detailed comment on the several research projects. There was general agreement that the programme should go ahead, and I will put in our comments to Faaland separa- tely.
2. Nonetheless I did feel bound to say a word about the revision of the project on China, on which I have been sending a stream of papers to Barry Ireton. I expressed myself content with the revised proposal,, but mentioned the potential sensitivity of the project if it were to stray into Hong Kong matters. My Portuguese colleague, who had only just read the papers, came up to me just before the meeting to express disquiet on his own account at the earlier version, and was relieved to find that the problem had been sorted out.
3. One procedural point which was accepted was my suggestion that the Centre should do more to identify those running indiv- idual projects so that there could be better contact at a less formal level than that provided by meetings.
4. A number of delegations mentioned the lack of a research. project on associated finance. Faaland wondered whether in fact the Centre could achieve anything useful on this subject, but agreed to consider things further.
5. The main purpose of this part of the meeting was however to confirm that there were no violent objections to any of the pro- jects, and this was achieved. One item that has disappeared, much to my relief, is the proposed project on vulnerability, which always seemed to me a minefield.
