I attach a copy of a memorandum produced by Mr Carey, (HMT in consultation with Mr Thomas and Mr O'Neil, Cabinet Office. The memorandum offers a reconsideration of the role of JIC(EA), and some aspects of its method of operation.

2. Mr Carey has asked for FCO comments, possibly prior to a JIC(EA) discussion of the memorandum. I would be grateful if any comments you or copy addressees might have could reach me by close of play on Thursday 5 May. I would particularly appreciate Departments' views on the questions Mr Carey outlines in paragraph 8.

3. I am copying this minute, and Mr Carey's memorandum, to those Departments that have received JIC(EA) reports over the last three years, or who are due to receive one under the current work programme.
