HONG KONG: PARLIAMENTARY CONTACTS WITH CONSERVATIVE BACK-BENCHERS

1. Mr Luce last night convened a small meeting of prominent Conservative back-benchers at the House to brief them on recent developments affecting Hong Kong. Those present were Mr Blaker (recently elected Chairman of the Conservative Back Bench FAC), Sir Paul Bryan, Mr Goodlad (Government Whip responsible for international affairs). and Mr Colvin (Mr Luce's PPS). Mr Luce spoke very much along the lines of the brief submitted with your minute of 18 July.

2. The general consensus was that the House was not at the moment much preoccupied with Hong Kong, and that there was no immediate need to consider a wider briefing for Conservative back-benchers. The one exception was Mr Adley. It was thought useful for Mr Luce to try to see him before the Recess - and, you know, he will endeavour to do so.

Mr Luce handed those present copies of the list you prepared on MPs known to take an interest in Hong Kong, making clear that he was doing so in confidence. We can expect them to suggest additions to the list in due course. For the present, they suggested four further names of Conservative back-benchers who are likely to take a strong line on Hong Kong in Parliament, and who could cause difficulties for the Government. They are: Mr Winterton, Mr Proctor Sir Ivor Stanbrook, and Sir Bernard Braine.
