1. I am doubtful whether a new separate City Group on Hong Kong

would be a good idea. There is already a comprehensive body,

the Hong Kong Association, who bring together a very wide and

varied number of firms in the commercial and financial fields

with an interest in Hong Kong. They are in close touch with us, through their Chairman, Mr John Swire. They have in the

past seen Ministers on a number of questions, including the

future of Hong Kong. Mr Swire led a group to see the Prime

Minister last September.

2. I suggest therefore that Lord Denman should if possible

be steered in the direction of the Hong Kong Association.

3. It is also worth mentioning that, on the semi-official

side, the Hong Kong Trade Advisory Group, under the British

Overseas Trade Board, leads on practical export promotion work connected with Hong Kong.
