Mr Luce spoke to Lord Denman recently; he is an old friend. Lord Denman is anxious to form a City Group who could coordinate and liaise on Hong Kong matters. Lord Denman suggested that he and Mr Luce, and perhaps

or two others, get together very shortly over lunch to discuss the possibilities. I would be grateful for any comments and advice you may have on this.
